QUALITY ASSURANCE

The Ocean Tech Services' Management System (QMS), is both ISO 9001:2000 and NAVSEA Standard Item 009-04 compliant and provides best practices and procedures for all aspects of SEAPORT e contract performance and administration. Integral parts of the Ocean Tech’s Quality Management System are the Quality Manual and Quality Procedures (QP’s) for the close, consistent monitoring of work quality. The Ocean Tech Services' Quality Manual provides the framework for on-time, in-cost delivery of quality products. In addition, we use proven Process Controls, Work Procedures, and cost-effective subcontractor coordination and control procedures, as applicable; to accomplish any SEAPORT e awarded task/delivery orders.
The Ocean Tech Services' Compliance Director, supported by a full time Quality Manager and staff, has the authority and responsibility for implementation of the quality management system, and periodic update of our process controls and work procedures to reflect state-of-the art, optimum practices. Quality Specialists report directly to the Program Manager to ensure quality compliance by Ocean Tech Services and all subcontractors. Ocean Tech Services contractually enforces the requirement that the Quality Plans of each subcontractor and vendor are compliant with governing requirements and applicable contract requirements.


For each assigned "SEAPORT e" task, an Ocean Tech Services prepared Quality Work Plan specifies, in sequential step-by-step detail, the means by which we execute the task defined by a Delivery Order or Task Order, to ensure the satisfaction of the customer and to be in full compliance with the contract. Each individual Quality Work Plan is a stand-alone document describing, in time-sequential format, individual work steps and inspection/validation checkpoints. Our Quality Work Plan includes generally required quality control documents as well as those unique to each deliverable to ensure/verify accuracy and completeness of each task.

We have also developed and implemented a series of Quality Procedures, Process Control Procedures, and Weld and Braze Procedures that cover the entire spectrum of potential "SEAPORT e" shipboard work. All Ocean Tech Services' ship work practices, material specifications, welding specifications, inspection/record requirements, etc. meet the requirements of MIL-STD 1689a (SH) and NAVSEA Technical Publication T9074-AD-GIB-010/1688. Additionally, Process Control Procedures for new tasks and functions are developed as required by specific Delivery Orders and Task Orders.


Ocean Tech Services' Process Control Procedures define our methods for performing our general SEAPORT e contract support functions and are all Mid Atlantic Regional Maintenance Center (MARMC) approved and in accordance with NAVSEA Standard Item 009-04. Examples include, but are not limited to, those for document control; purchasing; control of Government property; material receipt inspection; equipment calibration; inspection and testing; material handling, storage, packaging, preservation, and delivery; internal quality audits; control of quality records; welding and welding training; and visual inspection of piping and structural welds.


In summary, Ocean Tech Services' Quality Manual, Work Procedures, Process Control Procedures, Test and Inspection Program, and subcontractor control procedures, coupled with our company policy of continuous process improvement and quality-oriented approach, provide the requisite tools and framework to successfully monitor and maximize quality supporting all SEAPORT e tasking.
